President Biden Establishes New President’s Council of Advisors on Science and Technology
On January 23, 2025, President Biden issued Executive Order 14230, establishing the President’s Council of Advisors on Science and Technology (PCAST). PCAST, a non-partisan advisory council, was created to provide the President, Executive Office of the President, and the National Science and Technology Council (NSTC) with independent, expert advice on matters involving science, technology, education, and innovation policy. PCAST’s main objectives are to assist the United States in remaining a global leader in science and technology and to ensure the country’s national and economic security and competitiveness.
Diverse Expertise and Representation
PCAST is composed of not more than 24 distinguished individuals and representatives from various sectors and disciplines, including academia, industry, research, and non-profit organizations. The advisory council will also include the Assistant to the President for Science and Technology (APST) and the Special Advisor for AI & Crypto as members and co-chairs. The broad range of perspectives and expertise represented on PCAST ensures that the council can provide well-rounded and informed advice on a wide range of science and technology-related issues.
Functions and Responsibilities
PCAST is tasked with providing timely and informed advice to the President and NSTC on a variety of science, technology, and innovation policy matters, as well as other topics related to the economy, national and homeland security, and more. PCAST is also responsible for serving as the advisory committee for the High-Performance Computing Act of 1991 and as the advisory panel for the 21st Century Nanotechnology Research and Development Act.
Support and Administration
The Department of Energy is responsible for providing necessary funding, administrative, and technical support to PCAST. The co-chairs of PCAST have the authority to establish subcommittees, ad hoc groups, and technical advisory groups to assist with PCAST’s functions and responsibilities. PCAST members serve without compensation, but may receive travel expenses.
